ALAN J. BOYKIN, CPCM, CFCM
Interim Executive Director /Chief Learning Officer
Mr. Boykin is currently the Interim Executive Director and Chief Learning Officer for the National Contract Management Association. As a senior member of the management staff, he is responsible for incorporating contract management related information into the information, learning, networking, certification, advocacy and community programs of the association.
Prior to joining NCMA in March 2011, he served as the Associate Director, Talent Management and Initiatives Office, Human Capital Initiatives (HCI), Acquisition, Technology & Logistics, Fort Belvoir VA. In this capacity, he assisted the HCI Director in setting the direction and alignment of human capital for the Defense acquisition workforce (DAW). He analyzed legislation; assisted in preparation of reports for Congress and other high ranking officials, including the Defense Acquisition Human Capital Strategic Plan; reviewed and analyzed DAW data to support comprehensive analysis results; and worked at a strategic level to lay strategic plans and associated processes in support of talent management, workforce policy; and diversity and outreach initiatives. As a member of DAU-AT&L leadership team, he applied a combination of leadership and management skills, business experience, and technical and organizational aptitude to ensure the goals and objectives of the DAW for AT&L were met efficiently. He assisted in guiding the HCI to accomplish its mission, goals and initiatives, creating and adjusting the strategic plan to reach higher levels of customer and stakeholder satisfaction. Prior to this assignment, Mr. Boykin served as the Deputy Chief, Contracting and Acquisition, Business Transformation Agency; and Special Assistant to the President, DAU, respectively.
Mr. Boykin is also a retired Colonel with the U.S. Air Force, with over 27 years of service. During his military career, he served as the Assistant for Reserve Program Integration, Deputy Assistant Secretary (Acquisition Integration), Assistant Secretary of the Air Force (Acquisition), Headquarters, Air Force Pentagon, Washington, District of Columbia.
Mr. Boykin has dual master degrees in Strategic Studies (Air War College) and Systems Management with emphasis in Human Resources Management (State University of New York, Binghamton). He is both a Certified Professional Contracts Manager (CPCM) and a Certified Federal Contracts Manager (CFCM). Mr. Boykin is also certified Level III (Contracting) and Level I (Program Management), Acquisition Professional Development Program, and received his Professional Designation in Contract Management from the Air Force Institute of Technology (AFIT) and NCMA.
